Human function order

If there are multiple human functions assigned to a user task, the function can be set with an order.

Each function got such property "OMN HumanFunctionOrder" with a default of "0" and the rules for defining them are:

If no order number is defined for the whole list of human functions for a task, they will be with an unspecified order
if there is a mixed-up collection of functions with and without order numbers, the function with order numbers will be the first functions
if an order number is applied multiple times, the functions are ordered
- (the function with the same number) alphabetically (based on the localized name) as 2. criteria

When sorting alphabetically based on the localized function name, the order might differ based on the frontend language!

"OMN HumanFunctionOrder" attribute will be created by using an OMN element template
